Anthony J. Fusco, Jr. - President

Tony Fusco Mr. Fusco is an attorney and career housing professional with over 20 years experience with state and federal low/moderate income housing programs, wherein he has demonstrated personal dedication to solving housing problems for very low and moderate income households. Mr. Fusco earned a Bachelor of Arts Degree from Millikin University and a law degree from Valparaiso University School of Law.

Mr. Fusco has worked as a teacher in the Chicago Public School system and as an attorney has been a strong advocate for the social issue of preservation of affordable housing and the administration of government housing programs for low and moderate income families. Mr. Fusco has taught courses in federal housing programs for social workers and paralegal training at several Chicago institutions and has been a frequent speaker at housing training and conferences in the Chicago area and nationally.

From 1975 to 1987, Mr. Fusco was employed as an attorney with the Legal Assistance Foundation of Chicago (LAFC). During most of this period of time Mr. Fusco served as the LAF housing law specialist with primary responsibility for HUD subsidized multi family housing programs and public housing. Mr. Fusco was responsible for a wide variety of litigation and program matters relating to preservation and maintenance of low income multi family housing, displacement, Tenants' Rights/Owner Responsibilities, multifamily property disposition policies and public housing. Mr. Fusco has published in several legal publications relating to low income housing issues and has served as Editor for the Illinois Institute of Continuing Legal Education (IICLE) in the area of Federal Housing Programs and Residential Tenants Rights.

From 1987 to 1988, Mr. Fusco served as Deputy General Counsel for the Chicago Housing Authority, responsible for complex litigation and contracts. Mr. Fusco was responsible for legal representation of the Authority and consultation regarding a wide range of public housing activity, including contracts to implement CHA's Comprehensive Improvement Assistance Program (CIAP), elevator maintenance and repair and Asbestos Abatement Programs. He was also the attorney for the Authority responsible for negotiation and implementation of the LeClaire Courts Resident Management Corporation and the development of CHA's first tenant management program. As President, Mr. Fusco is responsible for the day to day operations of the Corporation and places particular emphasis on new project development and asset management.

In summary, drawing on his experience with HUD assisted housing programs, Mr. Fusco brings a high degree of specialization to the low/moderate income housing development field that exemplifies and is consistent with the Government's pronounced objectives of fostering greater private sector involvement, facilitating greater resident participation in federal housing programs, and of preserving the existing inventory of subsidized multifamily housing developments.
Daniel J. Burke - Vice President

 Dan Burke Mr. Burke is an attorney with over 17 years experience as an affordable housing developer specializing in the preservation of at-risk HUD-assisted housing. Mr. Burke received his Bachelor of Arts Degree from Georgetown University in 1978 and a law degree from Loyola University of Chicago in 1984. Mr. Burke was a member of the Loyola University of Chicago Law Journal and published an article on the subject of municipal regulation of landlord and tenant law.

From 1984 to 1988 Mr. Burke was employed as a staff attorney for the Legal Assistance Foundation of Chicago. Mr. Burke specialized in representing not for profit community groups and in representing residents of HUD-assisted properties in class action lawsuits regarding preservation of their homes.

In 1987 Mr. Burke served as Chief of Staff for Alderman Luis V. Gutierrez of the 26th Ward in Chicago, Illinois. Mr. Burke was responsible for legislative drafting and analysis, supervision of constituent services and relations with the Mayor's Office and administrative offices of the City of Chicago.

Mr. Burke has served as Vice President for Development of CCDC since 1988. In this capacity he has been involved in the acquisition and rehabilitation of CCDC’s portfolio of 1,825 HUD-assisted apartments of which 1,050 are assisted under the project-based Section 8 program. In addition, Mr. Burke has served as a development consultant to resident council and non-profit purchasers of 20 properties containing 5,000 apartments in Illinois and Wisconsin under HUD’s Preservation Program.

Mr. Burke is active in civic affairs and is a founding member of the Board of Directors of the REST emergency shelter and the Lakefront SRO Corporation. He currently serves as a Commissioner of the Oak Park Housing Authority. Mr. Burke has served as a guest speaker on low income housing issues for a number of national and local organizations including the National Housing Trust, the National Alliance of HUD Tenants, the National Council of State Housing Finance Agencies and the National Leased Housing Association. In 1997 he served on HUD’s Portfolio Re-Engineering Working Group.

Brian K. Smith - Development Services Specialist

Brian Smith Mr. Smith joined the Chicago Community Development Corporation as a Development Services Specialist in 1991. Mr. Smith is an attorney with several years experience in working with community-based not for profit and resident groups in the City of Chicago. Mr. Smith received his Bachelor of Arts Degree from Northwestern University and his law degree from the University of Illinois College of Law. Between 1986 and 1989, Mr. Smith was employed as a staff attorney for the Legal Assistance Foundation of Chicago. Mr. Smith worked in all areas, including housing, group representation, and legislative advocacy. Prior to joining CCDC, Mr. Smith worked as an assistant corporation counsel for the City of Chicago Law Department from 1989 to 1991 with responsibilities in the housing, municipal prosecutions and general litigation divisions. At CCDC Mr. Smith has been responsible for provision of technical assistance to resident councils and community groups to develop preservation strategies under Title II and Title VI of the Affordable Housing Act and HUD Hope II Program for multifamily housing, and has developed acquisition proposals for multifamily housing projects utilizing various federal and local programs including Low Income Housing Tax Credits, Flexible Subsidy and the HOME loan programs.

Mary Anne Young - Development Manager

Mary Anne Young Ms. Young is an Urban Planner with experience in low income housing development and policy. Ms. Young received a Bachelor of Arts in Economics from Marquette University and a Masters of Urban Planning and Policy from the University of Illinois Chicago. As a staff member of the Pilsen Resurrection Development Corporation from 1990 to 1991 Ms. Young developed and implemented strategies to address the housing needs of the low and moderate income residents of Pilsen, a Latino community on Chicago's southwest side. As a graduate student Ms. Young co authored a MacArthur Foundation study of management alternatives for public housing. Ms. Young joined CCDC in 1991 and has assumed responsibilities for preservation project planning with specialized emphasis on LIHPRHA.





Tania L. Vargas - Administrative Manager/Paralegal

Tania Vargas Ms. Vargas is a paralegal with over 15 years experience in corporate and real estate law. Ms. Vargas received a Bachelor of Business Administration in Management, with certifications in Small Business Management and Personnel Law, from Andrews University and Paralegal Certification from the American Institute for Paralegal Studies. Ms. Vargas is actively involved in community affairs and sits on various Boards relating to these activities.
